Program Analyst

Duties include, but are not limited to, the following:
Develops, maintains, and monitors integrated quality management reporting systems of a substantial scale affecting services of all disciplines with functions and operations that are extensively interrelated; Analyzes, extracts, summarizes, and identifies significant trends and issues; Forecasts and estimates program requirements and prepares programmatic reports, justifications, charts, graphs, statistical and narrative data; Makes appropriate recommendations to all management levels; Conducts program surveys, audits, projects, etc. and provides advisory services to all operating or management levels regarding complex quality management programs; Plans, develops, and conducts program/computer analysis of substantial scale and impact concerning all aspects of current or projected operating programs within performance management; Integrates hospital-wide data from various Service Line and service-level quality management programs into reports and databases; Analyzes and creates useful databases, templates, and questionnaires for hospital-wide use; Oversees execution of developed programs based on broad scope and mission impact; Drafts appropriate updates and/or changes to local policies based on interpretation of information received; Prepares internal instructions, operating policies, procedures, guidelines, etc. concerning assigned programs; Implements and trains new and modified quality management software packages; Develops and maintains necessary tracking mechanisms; Performs all other duties as assigned. Experience:
You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given you the knowledge, skills, and abilities necessary to successfully perform the duties of a Program Analyst GS-11. Specialized experience is demonstrated work experience using qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs; tracking and analysis of assigned program areas; analyzing and preparing program status reports for internal and external use at all levels; planning, scheduling, and conducting studies/surveys; utilizing computer techniques for statistical purposes; and managing information systems. NOTE:

Successful completion of a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Equivalent combinations of successfully completed higher-level graduate education (beyond the second year) and specialized experience, as described above, which meet the total experience requirements for this grade level. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
