Perform research and analysis work; Develop and implement appropriate training programs; Review, analyze and evaluate training courses and surveys; Provide technical guidance to facility staff and supervisors regarding educational studies, programs and services; Review and monitor expenditures and obligations within the training budget; Input all purchase card orders for classes, seminars, materials and conferences for clinical and administrative services; Maintain spreadsheets and databases; Provide management with periodic reports; Function as TMS (Talent Management System) Administrator; Serve as the Employee Education Service Webmaster and maintain Bedford VA Medical Center intranet (SharePoint). Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Bachelor's or higher Degree that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) or (2) below. Tests and measurement:
Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests; Adult education:
Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities; Educational program administration:
Study of the foundation and methods in organizing for adult and continuing education programs; Curriculum development or design:
Study of the principles and techniques for development of curricula for adult or vocational education programs; Teaching methods:
Study of teaching strategies and learning styles of the adult learner; Guidance and counseling:
Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation; Career planning:
Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems; and; Occupational information:
Study of theories of occupational choice and vocational development and their application to the guidance process. Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
developing and implementing training programs; maintaining spreadsheets and databases; providing technical guidance regarding educational studies, programs and services; reviewing, analyzing and evaluating training courses and surveys. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. OR, Combination:
Applicants may also combine education and experience to qualify at this level. You will be rated on the following Competencies for this position:
Communication Control of Funds Database Administration Education and Training Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements:
The work is primarily sedentary, although some slight physical effort may be required. Some travel to other Bedford sites and the academic affiliates will be required. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
