Program Analyst

Performs a variety of duties to carry out, administer, direct, or inspect activities to assure full compliance in each of the five compliance programs human studies, animal studies, laboratory safety and radiation safety, conflict of interest, information security and privacy); Reviews written Research Service procedures, manuals, forms, checklists and polices to ensure compliance with Federal regulation and VA policies; Performs duties that may include but not be limited to:
filing, maintenance of Research Compliance Office files, electronic database creation and maintenance, photocopying, answering telephones, preparation of written correspondence and verbal presentations for investigators, committees, facility leadership and other research stake holders; Performs audits of research records related to human subject and animal subject protections; Investigates issues of non-compliance and recommends corrective actions to research oversight committees, and will report serious or continuing noncompliance to the ACOS/R, R&D committee, Chief of Staff and Hospital Director; Provides outreach, oversight and guidance to affiliate entities that enter into agreements for the purpose of research with ENR Memorial Veterans Hospital; Serves as consultant to the R&D Committee, Institutional Review Board (IRB); Institutional Animal Care and Use Committee (IACUC), Subcommittee for Research Safety (SRS) and upon request, any other research oversight committee or entity; Coordinates and collaborates with Education Service, research oversight committees and subject matter experts regarding continuing education for investigators and their staff relevant to annotation of research in VHA medical records systems, animal welfare, privacy, information security, lab safety and other research compliance topics; and Evaluates results of audits and inspections, and forwards action items to the responsible organization (e.g., FDA, ORO, OHRP, VA). Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 12 position you must have served 52 weeks at the GS 11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
analyzes the impact, feasibility, practicality, and effectiveness of existing and/or proposed standards regulations, programs, and policies as they relate to compliance issues; performs audits of research records; develops procedures and systems for establishing, operating, and assessing the effectiveness of research compliance control systems and the accomplishment, evaluation, and/or monitoring of audits, inspections, and internal control reviews; develops procedures and systems for establishing, operating, and assessing the effectiveness of research compliance control systems and the accomplishment, evaluation, and/or monitoring of audits, inspections, and internal control reviews; and analyzes, prepares and distributes research compliance program status reports. In general, the work is sedentary. Typically, the employee may sit comfortably to perform portions of the work. However, there is periodic walking; standing; bending; carrying of light to medium weight items such as medical records, instructional material, book and manuals. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
